So for the past few weeks there has been a conflict between the Sudanese government and a English teacher from Great Britain who was teaching Sudanese children. According to Sudan the teacher named the class teddy bear Mohammad. This sparked outrage with the clergy of Sudan and soon she was arrested on charges of trying to spark hate and anger(whatever that means.) the penalty for that is 40 lashes and a year in jail. After much debate and diplomacy between the two countries and she was released and at the moment is back home in Great Britain.
Yet the question remains in my mind, should countries of any kind enforce intolerance to any persons working within there country that is not a citizen?

Depends on the intent. If someone did something like that with the intent to make a big fuss, then absolutely. The only problem is that you can never be sure of a person's motives.
So as to not embarass yourself in front of the Universe, please fix the spelling/grammar errors in your question. Perhaps Dj. Scythe can help you with this....
If they break the law in the country they are visiting they should be punished by the means that are done in the country that they are viviting from.
